Human Rights Officers

Concept and Role

The concept of Human Rights Officers has its roots in the belief that every citizen of Pakistan has some inalienable rights; the support of all government agencies is a must. Capital Territory Police, Islamabad has tried its level best to offer a mechanism for ensuring these rights to the capital.

The concept of Human rights Officers therefore is an effort to come up with a Police-Public initiative to improve things on ground. Originally the concept of Human Rights officers was designed to appoint police officers for the job. However, experience ha shown that the police officers, how good or committees they may be, do not have the level of trust for the job. Keeping in view this experience, an effort is being made to appoint civilians from society as Human Rights Officers.

This is a conceptual shift in the concept and calls for more openness and transparency in the department. The human right officers shall have the following role.

»	The HRO is entrusted with task of reporting all illegal practices contrary to Human Rights and Fundamental rights as enshrined in the Constitution of Pakistan.
»	The HRO is entrusted with the duty of helping the vulnerable groups of the society that approach police for help.
»	The HRO id entrusted with noting any point of significance regarding general perception and repute of Police station and its officers.
»	When a window is left open for ventilation, keep the opening small enough to prevent entry
»	In nutshell, HRO are civil society check on Police conduct and actions.

Procedures

The following procedure is being laid down to regulate appointment and working of an HRO:

»	An HRO shall be a civilian having positive reputation and impeccable integrity. He should not have any criminal record. SDPO is responsible for nominating appointing and getting the HRO notified. On the nomination of SDPO, SSP Islamabad will notify a person as HRO.
»	There shall be two HROs for each Police station who shall be appointed for a term of six months. After expiration of his term, the HRO shall be re-nominated by SSP Islamabad.
»	In case the HRO is not willing to serve for the specific term, or the SDPO or SSP Islamabad want to change him before or after the specific term, he shall do so after giving a show cause notice to the HRO.
»	The SDPO shall be responsible for ensuring unhampered access to HRO in is police stations. In case of any reported interruption in the working of an HRO, the concerned SHO shall be departmentally proceeded against. Any officer who interrupts or hampers working of an HRO shall be deemed to have committed an act of “Misconduct”.
»	The Additional SP shall be the overall in charge of the project. He shall finalize names of all the HROs and shall personally monitor the execution and implementation of the project.
»	Each SDPO shall hold a meeting with his HROs on fortnight basis. Additional SP shall hold a meeting with all the HROs on monthly basis. SSP Islamabad shall hold meeting with all the HROs on quarterly basis.
»	HROs of each Police station shall submit a joint report dully filled in the prescribed form on every Monday in the office of SDPO of their respective Sub-division.
»	On noticing an illegal practice or bad reputation information about any police officer or police station the HRO shall inform the concerned SDPO about the issue. In case of inaction, the HRO shall notify the same, in writing to additional SP Islamabad.
